This paper specifies a Layer-1 blockchain protocol whose monetary issuance is mechanically indexed to the network's verifiable operating cost plus a small, bounded margin. New tokens are minted only to the extent required to cover attested energy, compute, and infrastructure expenditure incurred in processing and finalizing blocks, and to fund a stability buffer.
